The Wisconsin Parents Coalition for the Retarded, Inc. (WPCR) is:

  • Parent and guardian run -- no paid staff.
  • The only statewide organization advocating for a FULL range of QUALITY residential choices including home, community residences, congregate and institutional settings (ICF/MR such as Central Wisconsin Center)
  • A 501(c)(3) nonprofit organization; donations are tax deductible.
  • Not affiliated with State Centers for the Developmentally Disabled or the Department of Health and Family Services.

The WPCR has:

  • Informed parents and guardians of the existence and importance of the functional screen and advised parents and guardians how to get copy of their ward's screen before the Department of Health and Family Services even made parents and guardians aware of the existence of a functional screen.
  • Diligently worked to learn how the new community support cost estimates were developed for residents of the State Centers.
  • Informed guardians of the new requirements for guardian involvement in the appeal of the "county chargeback" months before State Centers for the Developmentally Disabled and the Department of Health and Family Services got around to communicating the new required guardian interactions to the guardians.
  • Assisted guardians in WATTS reviews.
  • Informed parents and guardians of the nonpublic discussions regarding the termination of long term care services at State Centers for the Developmentally Disabled.
  • United parents and guardians together for the goal of preserving long term care at the State Centers.

The WPCR values:

  • Quality services for ALL persons with mental retardation.
  • The right to choice between institutional or community based care as granted in federal law.
  • Family/guardian participation in ALL decisions which must not be compromised based on "cost savings".

The WPCR is here to help YOU when YOU need us! We are parents and guardians just like you.

To be on our mailing list or e-mail list, we must have your contact information. The WPCR does not and will not share this list with any other organization. The WPCR does not have access to the guardian mailing list maintained by State Centers for the Developmentally Disabled.
